You should be able to use your site and update it at your convenience. If you understand how the back end works, you can save a lot of money by making small edits yourself!
You need a partner to help you choose the right platform and make sure you understand how to keep your site up to date. (Or, if you hate doing that.....you need someone to do it for you!)
